Mic92 a36ca6793e scripts: add backport-pr ...

Helper to cherry-pick commits onto a release branch and open the
corresponding Gitea PR via tea, so security/bug fixes can be backported
without repeating the manual checkout/cherry-pick/push/tea dance.

Skips commits that are already on the target branch or that only touch
files which do not exist there (i.e. the feature never shipped on that
release), and cleans up the throwaway branch when nothing applied.
